As discussed on IRC, this happens because one leaves browse mode when using another tool. To get the toolbar to show up, chose browse mode and THEN reactivate it (for the time being anyway) (you cant use the toolbar outside of browse mode so this makes sense when I come to think of it). Personally, I would very much support behavior where choosing Review from Menu and hitting F6 would automatically go back to browse mode and then show the toolbar.
