The time setting for the monitor power saving is reverting to the default setting after each reboot. For example, if I configure it to switch off after 30 mins, after a reboot it will reset to 5 hours.

This bug is similar to Bug 128696, except this is happening in KDE 3.5.5 and the default time seems to be 5 hours.  The only way I can get DPMS OffTime to work properly is by using 'xset' at the command-prompt after every reboot.
(example:  xset dpms 0 0 1800)

I have exactly the same problem, also running Kubuntu 6.10 with KDE 3.5.5
