Version:           1.9.1 (using KDE KDE 3.5.1)
Installed from:    SuSE RPMs

If I use "open with" on an attachement kmail overrides the selection, and, if possible lauches a kde app in preference to the user choice.

Open with /usr/bin/display (image magik) doesn't get image magik, instead gets:

kcmshell display /tmp/kde-matt/comparison_wrong.fig_[ctiTwb].fig

Bug 138644 has been market as a duplicate of this (this is O.K.) but it describes a incarnation of this problem in konqueror. So someone please reassign this bug to the mime-program-start-component of KDE (whatever this is) because ist is neither a kmail nor a konqueror bug.

Please read Bug 138644. If thiago is right it has to be:

It finds out that "/usr/bin/display" is $KDEDIR/share/applications/kde/display.desktop 
 
So it seems to forget about the "/usr/bin/" somewhere inbetween
