Version:           1.9.3 (using KDE 3.5.3, Kubuntu Package 4:3.5.3-0ubuntu0.1 dapper)
Compiler:          Target: i486-linux-gnu
OS:                Linux (i686) release 2.6.16.18

I've got more than 100 filters. During creating new filter there should be "top" and "bottom" buttons - moving filter up and down is long time process :(

Add missing top and bottom buttons for the filter dialog.
