Version:           0.12.1 (using KDE KDE 3.5.3)
Installed from:    SuSE RPMs
Compiler:          gcc 4.0.2 
OS:                Linux

When I call the webcam configuration window for the first time after having started Kopete, Kopete does not show me the webcam image. Closing the configuration window and opening it again solves the problem. The webcam itself works fine with MSN, so Kopete seems to handle the webcam correctly, but not when openig the configuration window. It's the same behaviour after every restart of Kopete. 

The device file for my webcam is /dev/video1, /dev/video0 is my TV card. 

I'll attach two screenshots and console output as soon as available.

konsole ouput from kopete

Some parts from konsole ouput (if I missed anything important, just tell me, I
kept the complete output). I did open the configuration window two times. The
first time, I got the image you can see in the first screenshot, the scond
time, everything was fine (as seen in the second screenshot).

I found out that this problem only exists if the webcam is not /dev/video0. I changed my system configuration, now the webcam is /dev/video0 and the tv card is /dev/videoX. 
The problem is gone. But usually, the tv card is permanently plugged into my pc an is at /dev/video0. So if I plug in my webcam, it's assigned to /dev/video1 and the problem is there again. Would be nice, if this could be fixed.

I can confirm the bug in KDE 3.5.5 Kopete 0.12.3. I also have a webcam on /dev/video1 and a tv-card on /dev/video0

Already fixed in 3.5.x, 4.0.x and trunk.
