When the download is finished and Konqueror is about to change the filename (remove .part suffix), please check the destination file but do not remove the file if file exists -- simply try to iterate and add numerical suffix.

Example:
me.gif -- it is already on disk
me.gif.part --> me-1.gif

Confirmed bug in kde 3.5.9 and svn trunk r808114 .
To reproduce just 3 steps are necessary:
1-rename any file like an image for example (make a backup just in case you value it) to firefox-2.0.0.14-1.tar.gz 
2-download firefox 2.0.0.14 linux version to the same folder of the other file, link for convenience: http://www.mozilla.com/en-US/products/download.html?product=firefox-2.0.0.14&os=linux&lang=en-US
3-while it is downloading quickly rename the file in step one to firefox-2.0.0.14.tar.gz and see it become overwritten by file downloaded.

If there isn't enough time to rename the file in step 3 you can try other bigger files with the same strategy.

I've just reproduced this bug in KDE 4 trunk. Moved to KIO.

Download using which protocol ? http, ftp, sftp ? All of these are separate ioslaves and do their own thing.
