irc.debian.org was moved from Freenode to the OFTC network. ircnetworks.xml should be updated accordingly.

The entry was moved in the KDE 3.5 branch.
But not in the kopete-0.12 branch.
Fixed in trunk for KDE 4.

I'm closing this bug, as it's fixed in trunk.
