I'm attaching a patch for admin/acinclude.m4.in to do the following:

1. Define LIB_DCOP, LIB_KDEFX, and LIB_KDESU; these will be used by other Cygwin patches that I'm submitting now;

2. Fix Python detection on Cygwin.

This is an old buildsystem issue, so unlikely still to be relevant. Please reopen if its still a problem with current KDE versions.
