AFAIK now only the designer of the cursor set can change the transparency. But it would be great if the user could do this -- author would provide "mask" to tell the KDE how fast should transparency change in different regions (of mouse cursor) and the user would change transparency itself. Old themes, without such mask, could be handled this way:
* set change "speed" to 100% 
* use transparency as a mask (it makes more sense)

What is transparency mask, or speed. Let's say the edge of the cursor (defined by the author; the mask does not have the knowledge of what it is) mask is set to 10%, and the interior is set to 100%. User downloaded this set, tested and decided he/she set the transparency to 50% -- it means, that interior is 50% transparent, and the edge is 5% transparent (it almost not-transparent).

This way everyone, even without bothering the autor, would have a chance to fine tune the most favourite set.
