According to http://subversion.tigris.org/issues/show_bug.cgi?id=751 (see the last few entries from 2006), svn-config is going to be dropped from subversion. Version 1.3.x still has it, but it produces wrong output. There is even a reference in that ticket to kde's svn kio_slave :)

Actually, this isn't a matter of 'is going to be dropped': svn-config was never officially supported in any 1.x version of Subversion.

It did happen to exist in the source directory, but we never installed it in any 1.x version.
