As is typical, just as I file the bug, I find the problem! Hidden=True in the $KDEDIR/share/apps/kicker/extensions/ksim.desktop Is this default on KDE? If, so, Why? Patch http://kubuntu.org/~jriddell/kubuntu_10_show_ksim.diff I'll apply it unless someone points out a good reason why KSim is hidden. (Note that it'll show up in Add Panel, not Add Applet) share/applications/kde/ksim.desktop seems to be superfluous as well, given that there's no application to start up, just the panel extension. This still seems to be in 3.5.4. It seems slightly silly that code that works has just been disabled like this. Is there a good reason? Confirmed disabled in KDE 3.5.4 compiled from k.o sources.
