    Do you get the same problem if you go to media:/ in konqueror, right-click a CD, and select 'eject'? Yes. OK, then it's probably a problem with the underlying media:/ system, so reassigning. We don't call fuser, so it's surely a Fedora patch. If it is a distro-added patch, it's a bit puzzling that they'd get the location of fuser wrong.
