Version:           0.11.1 (using KDE 3.5.2, Kubuntu Package 4:3.5.2-0ubuntu6 dapper)
Compiler:          Target: i486-linux-gnu
OS:                Linux (i686) release 2.6.15-20-386

When I chat with a buddy his/her display picture never changes, no matter how much I click on 'request display picture'. This does happen every time.

maybe it has no display pircute ?

Please describe a bit more the problem (does it happen with all of your contact, what client does your contact use, ....)
And try with the 0.12 version
