I have couple calendars I use in Kontact. One is from Google Calendar, one local and one off of Microsoft Exchange Server. I am in EDT (-0400) time zone. All the calendars show events at proper times except the Exchange Server whose events show with +4 hour offset e.g. I made an appointment through Exchange Web interface for 10:30 and Kontact shows it as 14:30. 

Korganizer configuration within Kontact ie. 

Configure Kontact->Calendar->Time&Date

list America/New_York 

as the time zone. 

Plug-in used is the Microsoft Exchange 2000.

All the other calendars show the events in the right time zone.

The exchange plugin is unmaintained.

Dear reporter, the resources handling got redone for KF5 and KF6 based PIM applications.

If you still encounter the issues you had in the past, please report them to the current maintained and updated PIM applications you use
