I was running KDE 3.5.1 and accessing www.netbank.commbank.com.au just fine. After upgrading to 3.5.2 I only ever get "An error occurred while loading http://www.netbank.commbank.com.au/:
Could not connect to host www3.netbank.commbank.com.au.". Accessing https://www3.netbank.commbank.com.au directly gives the same error. Firefox accesses the site just fine.

I tried downgrading back to 3.5.1 just to make sure. Only downgrading the konqueror package didn't fix the problem, but also downgrading kdelibs4c2a and necessary dependencies after that *did* fix it. (Some packages had to come from 3.4, but I'm quite sure the regression doesn't go that far back. You can see the apt results that achieved this at the end.)

It was working, but it's not now. I can't even get as far as the login screen. Konqueror acts as if the site is down or something, but Firefox just goes right ahead and connects without trouble.
