Kopete should not use Ctrl-Shift-S as a global shortcut, as it blocks "File->Save as" in many applications, including The GIMP.
Though this shortcut is configurable, it took me quite some time to get to know why I can't use "Save as" in gimp, and thought it's GIMP's fault.

I think using such a shorcut globally is quite dangerous, as many programs use it.

Solution - change the shortcut to something "neutral", probably Ctrl-Shift-W is not used by other programs

No, don't change it to that. Ctrl-shift-W is another global shortcut used by gnome-terminal, which Kopete usurped, and is just as annoying. There's no way to disable it in Kopete, which is what I'm about to file another bug report for.

*All global shortcuts should be configurable.*

Global shortcut collisions are detected in KDE 4.
