Version:           3.5.1 (using KDE 3.5.1, Debian Package 4:3.5.1-4 (testing/unstable))
Compiler:          Target: i486-linux-gnu

I'm not sure if I  shall clasify this as usability bug or "just" a wish: when the kicker layout is fix a right click only shows a truncated context menu where I can get help and unfix the kicker. That's ok. But I would expect to still have the possibility to access the menu editor through right click on the k menu button. Is that possible?

Kicker is currently unmaintained, you can look to your distribution for help, however.
