On session shutdown KDM seems to start a new X-Server instance (is it so??) and immediately kills it and then calls shutdown. This behavior introduces an annoyingly large delay to the shutdown process.When I compare this to GDM, GDM's shutdown behavior/performance is much much slicker/faster/better at this time.

Might be an Ubuntu thing.  I certainly don't see this on Fedora/RedHat.

the server is not restarted (at least in theory), as this would be a grossly stupid thing to do, obviously. however, it resets itself as the session ends and the last connection to it is closed by this. a remedy is already planned - for some day ...

Don't know if thats the same on my system but sometimes my shutdown delays between 30 and 90 seconds - and the system is running on SSD !  Startup is much much quicker...  abou 15 to 20sec..
At the beginning - even with hd - the system powers down in 2 seconds.. but since some updates it's getting worse and worse.
I use the latest Manjaro rolling release ( capella ) not Ubuntu ;-)

KDM is unmaintained and not used in KDE Plasma 5.

SDDM is the login manager used in KDE Plasma 5. If you still have this same issue with SDDM, please file an issue on the SDDM bugtracker (after doing a search for existing issues first!): https://github.com/sddm/sddm/issues/
