If I am browsing the web, and click on "http://foo.com/bar.txt", I'd ideally like this to open internally within konqueror. 
  [In this case, I'd almost certainly expect just to view the file, and .txt is just an html file without any tags.]

On the other hand, if I am working in the file system, and click somefile.txt, I'd like this to open as an external editor (kwrite). 
  [In this case, my expectation might just be to view the file, but I am fairly likely to want to edit it.]


I know you can change the settings for file associations in kcontrol, but .txt is a particular edge-case where konqueror should do *different* things for local and remote files. 

I think that .txt is about the only filetype where this dichotomy occurs.
