Version:           3.5 (using KDE 3.5.0, compiled sources)
Compiler:          gcc version 3.4.4 20050721 (Red Hat 3.4.4-2)
OS:                Linux (i686) release 2.6.9-1.667smp

I try to open http://oper.ru. But Konqueror sets wrong encoding for this page (cp1251) if Autodetect Russian is selected. 

In HTTP header: Content-Type: text/html
In page source: <meta http-equiv="Content-Type" content="text/html; charset=KOI8-R">

Konqueror should use KOI8-R, but use cp1251. Why?

I don't think this bug is duplicate of #108208 for one thing it works here.
