originaly thought this bug was dew to kalarm 
but further investigation leads me to 1 of 2 possible reasons 

(original bug report to kalarm 
http://bugs.kde.org/show_bug.cgi?id=116554)

but it affects other applications using these sounds files 
for there notifications  

i went through the included kde sample ogg files that
are included for system notification sounds 
the .wav files play normaly 
about 50% of the ogg files play and 50% eather give no sound or shortend snippits of the sound 

kde 3.5 rc1
suse 9.3

reason 1 is a bug in the ogg player 
reason 2 is that 50% of the ogg files included in the 
3.5rc1 distribution are corrupt 

im just about to try and find a copy of the old ogg files 
included with kde3.4.3  to see if it is the later 
but have no idea if there have been any changes to the player that may cause this

reason 3 (and the most likely) the SUSE RPMs are broken

Please try upgrading the 3.5 release RPMs.  Most likely the Ogg Vorbis libraries just weren't available when the RPMs were built, so they don't support Ogg.

Also depends on whether kdemultimedia was built with akode support (versions before akode-2.0rc1 wouldn't play many short ogg files).

suse rpms from 3.5.0 release / supplementary have been recompiled against 2.0rc1
