For consistency the save icon in the top left of the window should be an apply button at the bottom right of the window like other configuration tools. The user doesn't need to know that data will be saved to the disk, just that the changes will be applied.

kmenuedit is a stand-alone application, not a dialog or a control module. So there is no good reason to keep consistency with the latter two kinds.
