An attachment of type message/rfc822 is placed in
a multipart/mixed wrapper with an illegal content-transfer-encoding (quoted-printable) applied
to message/rfc822.  That is a violation of RFC 2045
section 6.4 and RFC 2046 section 5.2.1:

   No encoding other than "7bit", "8bit", or "binary" is permitted for
   the body of a "message/rfc822" entity.

Bug 1492 had covered this issue, but it is marked as CLOSED and FIXED, whereas the problem clearly still exists.
