The Diagram->Properties dialog does not change the size of the elements on the current diagram.
For instance, try making a diagram with font size 7, then try changing the font to 11. It doesn't do anything.
You can still use the right click menu to change the size of each element individualy, but it's painful with many many classes.

Fixed in svn main trunk (commit #414515.) Will appear in next major version
