all the shortcuts from the shortcut lists in the window-specific settings should be grabbed, even if they are not assigned to a window, yet. otherwise the "check whether i have a window under this shortcut" use case becomes somewhat inconvenient.

could it be possible that this shortcut list does no longer exist? I cannot find it...

I don't think this is still relevant with Plasma 5. If it is, please reopen
