I propose a new focus stealing prevention mode that is really simple and would solve many of my everyday annoyances.  
Here's my idea: Prevent Stealing Focus, but Allow Stealing Forground.  

I currently can't enable even the lowest of the F.S.P. modes because they prevent me from seeing that new IM windows, etc. have popped up, meaning that I have to be really careful typing since anything can take the focus at any time.  Ideally, new windows (and re-activated old ones) would still jump to the top of the z-order (right under any always-on-top) but not take the focus from whatever had it before.

The only big usability concern that comes to my mind is that newly launched applications might not get the focus as expected.  But if there's no way around that then I don't think it would be major problem.  The other issue is windows that try to take the focus from other desktops, my opinion is that they should simply be ignored (maybe mark their taskbar buttons)

Cross reference bug #110543.
I would suggest leaving FSP modes the same, but add config option to allow window raise within a given FSP mode.

That would be great too, although right now I don't see what the purpose of the lower F.S.P. modes would be with this option enabled.
