For the download of an attachment (image) from phpBB2 boards, the Webdav Request PROPFIND is send by Konqueror, see http://asg.web.cmu.edu/rfc/rfc2518.html
I do not think this is standard-conforming behavior, as the download of an image should not cause a webdav request. However, I am not sure about this and sorry if I am missing a good reason for this behaviour.

I can't find a suitable URL to reproduce this behaviour - could you please provide such a URL?
