There are already two really good daemons that would allow the Kwifimanager to change the network settings on the fly without root privilages.  The netapplet daemon from Novell/Suse and the network manager daemon from Red Hat.  Both allow you to not only select from the best wifi network but also select the wired network if it is available.  This would greatly improve the usability of the Kwifimanager, since they can already provide alot of the desired ability to the manager.

KDE4 will have an entirely new hardware abstraction layer call "Solid" (http://solid.kde.org) which will deal with network configuration, both wired and wireless. There, a front-end to wpa_supplicant (KNetworkManager, based on the network manager daemon) is going to be used.
So, the solution is in the works and your wish doesn't apply to the new framework any more. Please be patient.
