Filter definition dialogue should allow creating new e-mail folder in-place, when defining `move to' filter action.

As it is now, when, say, I have a new mailing list, I have to manually create the folder first, and only then right-click on an e-mail and set a filter for the mailing list. 

Alas, I always right-click first, only to cancel, since I haven't created the neccessary folder. The dialog should give me a chance to create a new folder.

I consider this a usability bug.
