The nice introduction screen that appears when opening the Control Center doesn't honor the minimum HTML font size. KMail's introduction screen is shown just fine.

I'm closing this as "WONTFIX" because kcontrol has been replaced with systemsettings in KDE4 and probably nobody will fix this minor bug in KDE3.
