I'm using KDE 3.2 RC1 and it used my old configuration file from KDE 3.1.5. The option for animated gifs is enabled (don't know the original name 'cause I'm using a german KDE). Have a look at e.g. http://goettingen.studip.de/studip/show_smiley.php.
