There is not "People" alone as in the following workflow. But sometime I want to set a people who appears on the photo but whose the face is not visible. In this case, I open the tag manager and I set this people into the People tree. So, presumably, you mean the right sidebar. I am unable to reproduce the problem. Can you rule out the possibility that you are accidentally selecting the People tag as well? I select only the people I want in the People tree and that automatically select also the root People tag. In the context menu over the tag tree, under the "Toggle Auto" option, you selected the setting to automatically select parent tags as well.
