Reason is that the Refresh button is disabled: https://invent.kde.org/utilities/kweather/-/blob/master/src/qml/DynamicForecastPage.qml?ref_type=heads#L395 So it is intended to not show the refresh button, but there is no possibility to trigger the refresh :( Properly mobile should show a bar with the Refresh button, possible this broke with some kirigami update. If I launch KWeather within a normal Plasma desktop I can refresh the weather information.
