CPU usage does not go back down until the process is force killed. Reproducible: Always Steps to Reproduce: 1.) Connect to a VPN 2.) Click the X button next to the VPN interface to disconnect. 3.) Watch kded4 cpu usage climb up to 100% and stay like that until forcefully killed.
