Here is a bugreport a user reported : 

Description of problem:

  The test case is filenames encoded in iso8859-1 (or any
other encoding that uses characters with value above 127).


How reproducible:
Always.

Steps to Reproduce:
1. This is a test case: donwload a file mean&apos;t to be used on
   windows, frequently an excel table.
2. Try to open it with openoffice.
3. It doesn&apos;t work, try to delete it, it doesn&apos;t work.


The pb is with other files like zip files, ...</thetext>
