On the 3.x machine I copied several files with Hebrew filenames to a VFAT USB pen drive using Konqueror. When connecting the USB pan drive to the KDE 4.1 Beta 2 installation, however, both Dolphin and Konqueror show question marks instead of Hebrew characters in the filenames. Other computers that I tested the pen drive on (one KDE 3.5.9 machine with UTF-8 locale and one Windows XP Professional SP2 machine), with the same files, show the Hebrew filenames with no problem. Note that I can give files Hebrew filenames on the KDE 4.1 Beta 2 machine, the only problem is reading files with Hebrew filenames from USB pen drives.
