I don't know what's so special about this menu. I couldn't find any other menu behaving this way, just that single one. Found others (all from KDE-3.4 beta2): Kate (2.4): Tools -> External Tools Tools -> Encoding Kdevelop (3.3.92) Tools -> Encoding KPDF (0.4): File -> Open Recent (contains rather long path)
I can reproduce this, but only for the 'most often visited' menu (I am running SVN checked out around 7/1). I first thought it might be the width of the menu, but I have some long paths on my KPDF recent list (more than half the width of a 1280x1024 display) and it displayed on the correct screen.

I can reproduce this but _only_ in the case where my MRV list has very long entries. Long enough, in fact, that with the view menu in the middle of my monitor (that's important) there is not room for the MRV list to the left of it or to the right of it. I don't actually know that there's anything konq can do about this, but I can at least confirm that the problem does exist on my 3.5.3 system here.
KDE 3 is no longer maintained. Plus the issue could not be reproduced based on comments #3 and #4.
