Actually, the padlock icon is closed, but it's half greyed out. The icon should show more clearly.

Btw, Firefox doesn't indicate such pages as [a bit] secure at all.

Users of course should still be aware that there are issues, which is why it doesn't get the full security approval.
I got the same on http://www.oeamtc.at/ too, and IMO this is a major security risk which should be closed, the page should have an open lock, possibly with an alerting color.
