Installed from:    Gentoo Packages

Currently, if I try to open KOrganizer, it brings Kontact to the front and changes to the Calendar "tab". I don't see any good reason why I shouldn't be able to open KOrganizer, load a completely unrelated calendar, make a few changes, and close it...

That's actually a kontact-specific problem.If you run korganizer stand-alone you can open multiple windows in korganizer by simply opening that file. 
Only the korganizer part in kontact does not provide that file open functionality...

Yes. Actually, the calendar view of kontact is really just korganizer embedded 
in the kontact window!

And korganizer is a KUniqueApplication. In other words, even if you call 
korganizer multiple times, it will only run once. The second time you call 
korganizer, the already running korganizer is activated. 
If korganizer is running inside kontact, it's similar. KOrganizer is already 
running inside contact, so that korganizer (or rather kontact) is just 
activated. Since that does not allow multiple windows, you will only see the 
standard calendar, but don't have a possibility to open a second korganizer 
window.

Actually, this is a limitation of the embedded korganizer part in kontact. We really need to enable this functionality or disable the corresponding options to open an imported .ics file in a separate window. I'd vote for adding this functionality...

--import opens a new window, with a totally different calendar from the "main" one?

If not, this bug is not fixed.

This bug still exists in kontact 1.3 svn trunk r865463. Opening a calendar externally pops up kontact showing the todo list part. That's far away from what the user expects.

Shows the calendar part now, not the to-do one.

This bug has only been reported for versions before 4.14, which have been unsupported for at least two years now. Can anyone tell if this bug still present?

If noone confirms this bug for a Framework-based version of kontact (version 5.0 or later, as part of KDE Applications 15.08 or later), it gets closed in about three months.

Just as announced in my last comment, I close this bug. If you encounter it again in a recent version (at least 5.0 aka 15.08), please open a new one unless it already exists. Thank you for all your input.
