Version:            (using KDE KDE 3.2.1)
Installed from:    Compiled From Sources
Compiler:          gcc version 3.2.2 20030222 (ASPLinux 3.2.2-5asp) 
OS:          Linux

I have folowing languages in KDe settings - Ukrainian, Russian, English
Then I move English topmost, apply ,ok
Now when I start Konqueror from panel right to K button it is still Ukrainian.
Running via Alt-F2, Desktop icon, K menu brings English Konqueror .
After some launchings panel launches Konqueror with English too.

Try if there is a connection to your Konqueror preloading setting.

There is a connection with Konqueror preloading.
if No is 0 - bug is absent.
if No is 1 - when i Launch no more than 1 Konqueror from kicker bug is present,
second konqueror is OK and bug doesn't affect launchings no more

When changing language settings preloaded konq instances should probably quit and new ones loaded.
