Changing the stylesheet from Default to User defined doesn't apply the changes in the stylesheet until Konqueror is restarted. Konqueror must be restarted completely as well, as the preloaded instances also have the incorrect stylesheet data.
I can confirm this on this CVS build (which is half-way between 3.2.1 and 3.2.2 I think), even though I thought I fixed it (check BR 69697). :-(
I think only the symptoms are similar to BR 69697, the cause is probably a different one: it does not matter at all whether the custom stylesheet is accessed via file:/ or http:/ or whatever, apparently it's not taken into account at all.
I am using Konqueror_3.5.6 and observe this problem too. After reading report bug 69697 I tried reloading many times in different ways (ctrl-R, F5, menue View Reload, F6 modify URL Enter, ctrl-L URL Enter, ..) and observe: in VERY VERY rare cases reloading causes rereading the user-defined css, but I cannot discover on which conditions it depends, simply because it happens too seldom. atime of the user-defined css shows, that it is read only during startup of new instances and ALMOST never afterwards.
I noticed that even restarting Konqueror does not help always. It is not a problem if you are using good SS but when you try to restore a good one... ;-)
On konqueror 4.0.3 the custom stylesheet doesn't load.
@FiNeX Thank you for your comment. To me it seems a bit off topic here: this bugreport is against konqueror_3.x. As far as I know, the source code of konqueror_4.x and its libraries have been COMPLETELY rewritten. Therefore I believe, your problem deserves its own bugreport. @konqueror developers: Please confirm or contradict.
Roland: The libraries have been ported, not completely rewritten. They're probably a bit different by now of course and the bug fixes will probably be different but I'd like to leave the bug against both Konq 3 and 4 for now.
This bug is still present with KDE 4.2.0 (compiled from sources).
