Installed from:    Compiled From Sources
Compiler:          gcc 2.95.3 Installed via Gentoo's portage system.
OS:          Linux

It looks like this was reported as bug #45897, and "resolved" because it couldn't be reproduced.  It has been happening to me for as long as I can remember (3.0, 3.1rc's, and now 3.1).

The bug is simply this:

Periodically, and regardless of what website I'm viewing, the vertical scrollbar fails to appear after the page is done loading.  The scrollbar area is there, but no up or down arrows, or actual scrollbar exists.

The scrollbar reappears if I resize the window.  That's how I'm currently handling the problem but it happens often enough to be very annoying.  In fact, it happened twice while filling out this bug report.

I'm using Gentoo 1.4, so this is all compiled from sources using portage.

I just wanted to indicate that I am getting the exact same oddities detailed 
above.  Either resizing or switching to a different tab and back will cause the 
vertical scrollbar to re-appear.   
 
A less frequent affect than it entirely disappearing is that it is not complete.  I 
mean, the scrollbar does not allow scrolling to the bottom of a page.  Again, 
switching tabs or resizing corrects this.

One other thing: I too am running Gentoo 1.4, compiled from source with gcc 
3.2.2.

I have the exact same problem running Gentoo 1.4rc2 with KDE 3.1.1.

I'm also having this problem.  Mandrake 9.0 with KDE3.1.1 compiled from source.

Same here with KDE 3.1.1 packages from SuSE runnig on SuSE 8.2. 
scrollbar can be brought back by switching to a different tab and back.

Same after updating from SuSE 8.2 Professional Update with up-to-date KDE 3.1.1 
to latest KDE 3.1.2 from SuSE RPMs at http://public.planetmirror.com (downloaded 
2003-05-21) 
 
I downloaded and installed KDE 3.1.2 from SuSE 8.2 RPMs from the KDE mirror  
 web site http://public.planetmirror.com/pub/kde/stable/3.1.2/SuSE/  
 The files I downloaded were:  
 noarch/kde3-i18n-en_GB-3.1.2-0.noarch.rpm  
 ix86/8.2/arts*.rpm  
 ix86/8.2/kde*.rpm  
 ix86/8.2/quanta*.rpm  
 I looked at ix86/8.2/lib*.rpm and the libart* and libxslt* files were older  
 versions than the ones I already had. Also, I already had slightly older  
 qt3*, so I decided to download these later if it turns out to be necessary.  
  
I logged in as root, ran init 3 and then  
 rpm -Uvh *.rpm  
 resulted in multiple clashes with ktamago, so I uninstalled ktamago:  
 rpm -e ktamago  
 and then rpm -Uvh *.rpm ran without problems.  
  
I'll try updating qt*.rpm next to see if the problem goes away.

After updating qt3*.rpm from the same directory --

the problem looks like it has disappeared. The problem may have been an 
incompatibility between KDE 3.1.2 and the earlier version of the QT 3.1.2 SuSE 
RPMs.

Im still having this problem with gentoo (could you please open bug again).  The site 
that I have the most problmes with is www.msnbc.com.  if i go to some of the articles 
and then click to go back to the home page.  Then read another article and on and on, 
eventually it gives out and i loose my scrollbar.  I have the most up-to-date version of 
all the kde packages (3.1.2) and qt.  I have noticed that this happens quite a bit when I 
start scrolling down the page before it completely loads, however this could be 
unrelated.

 I do NOT beleave that this bug is resolved. At least not as far as KDE 3.1.4 and
qt 3.2.2. This is from Slackware Current packages.

 Right Side scrollbar and arrows disapear and become non functional.Area where bar  and arrows were stays. This bug happens seemingly random but more often when a link from a website opens another link at the same site. Have had good luck making bug repeat at www.bestbuy.com (the one that comes to mind) and others. Bug also repeats more frequently the longer Konqueror is open and runnning. Bug NEVER happens in file manager mode.
