Do you have anti-aliasing turned on? I observe the same problem as you reported in this bug report, but it is very bad only when anti-aliasing (for fonts) is on. When I turn it off, things improve considerably.
Yes, the problem occurs with AA on. Not fixed in CVS 2003-08-20. Over one GHz processor with accelerated X-Server (i810 XFree86-4.3) is not fast enough, gives 100% CPU-load, computer becomes less responsive.

With the new smooth scrolling patch there are more pages that shows signs of slow scrolling. For instance all the w3.org documentation. All have fixed content
its even slower when some form or input element apears on page with one or more elements with position: fixed which is not a big deal for now because of IE cannot handle that anyway so why bother.. but when i had the choice, i really sacrifice the smooth scrolling or entire khtml because of its slowness on scrolling
The bug has not been fixed with KDE-3.5.5
bot that bad on 2GHz machine, but worst case scenario is when there are some form elements in position fixed container in combination with smooth scrolling so cpu graph glows red on top and scrolling experience is like turn-based strategy. an another example is Zack Rusin blog http://zrusin.blogspot.com/ there are no fixed form elements but very big fixed background picture.
