I just upgraded to 3.8.0-4-generic, and KDE 4.10 recently , but haven't encountered this bug . AMD64 Raring , nvidia 310.32 driver and using the oxygen style.
I can confirm this issue. After upgrade 4.9.98 -> 4.10.0 on Qunatal oxygen style was gone. I did not investigate it to deep - just deleted .config and .kde to get this style work again.
an addendum to my orevious post about not encountereing the missing oxygen style after upgrading to 4.10 and the 3.8.0-4-generic kernel . I upgrade from KDE 4.9.98 to 4.10 . It has been reported that upgrading from 4.9.5 may have something to do with this bug .

I see that the bug is in a "RESOLVED FIXED" state but this has happened to me today when some new packages were pushed in the kubuntu-ppa repository and I upgraded. The same thing has happened to more than one computers in the past. Unfortunately I was not aware of this bug to keep a "defective" trolltech.conf and post it here for further investigation. Next time this will appear, I will do so.
As already reported at https://bugs.gentoo.org/show_bug.cgi?id=490600 this is a recurring issue for me over several Distros and KDE versions and this bug should be reopened to properly fix it. This can only be fixed at either Qt level, or the distribution level Not by oxygen (which has no control over Qt's plugin path). Sorry.
Sigh, this old bug got me yet again on openSUSE 13.1 after updating the KDE current Repo. It's a bit embarrassing to KDE as it's the default style.
... and you are sure you noticed that the packages for oxygen got splitted from workspace on your distribution? It's a bit embarrassing to add such a comment, without understanding where the issue is.
