It would be nice if the mouse wheel, combined with some modifier keys, would move the viewport instead of zooming it.

This is possible, starting from Palapeli 1.1 (KDE SC 4.5), but it is not configured by default. To enable this feature, go to "Configure Palapeli > Mouse interaction > Mouse wheel", and assign triggers to "Scroll viewport horizontally" and "Scroll viewport vertically".
