It seems that all KDE applications have LTR interfaces in KDE 4.3 beta. Specifically, I can mention Korganizer and Konqueror. This is a major regression and makes the system very disorienting for Arabic and Hebrew users.

If you run "konqueror --reverse" from Konsole, does the application run as RTL
properly ?

Regarding Arabic, I had a problem in the layout direction ( bug #194432) but I manage to find where the problem which a missing entry in kdeqt.po file. I check that file for Hebrew and I find it ok. By the way I run kde4.2.90 with Arabic and I do not have any problem with RTL layout direction.

Yes, Dario, the --reverse flag makes the app RTL as expected.

I wonder if this bug is a dupe of 194432, though Zayad's statement implies that though the symptoms are the same, the causes may be different.

RTL seems fixed except for bug #199131 which is a different issue.
