Version:           ismeretlen (using 4.1.96 (KDE 4.1.96 (KDE 4.2 RC1)) "release 76.2", KDE:KDE4:Factory:Desktop / openSUSE_11.1)
Compiler:          gcc
OS:                Linux (x86_64) release 2.6.27.7-9-default

I copy files from network fast, and the network plasmoid shows values like '-700 000 KiB/s' or '-4 500 000 KiB/s' (the values maybe good, but I think the integer is signed.)

I'll attach a screenshot, too.

I found out why KSysGuard showed good values. It was newer in the memory. I had to restart X after refreshing KDE. Sorry about that, it was my fault.

After the restart it was ok, it showed the correct values.
But now, it's the same as you can see in the screenshot.

hm. does that mean ksysguard is also showing the wrong values, or is ksysguard showing correct values but the plasmoid is wrong? please be sure to let ksysguard run for a while in case it's something like an integer overflow error.

Yes, your're right.
After a certain time, Ksysguard also shows the wrong value. (105, -795, ..., -4 500 000).
But only the scale is wrong on the left. The "Receiving" and "Sending" values are right.

Yes, it is fixed. I copied with 10 MB/s and it handled correctly.

Yes, I have this bug too.
I'm using OpenSUSE 11.1 and KDE4.3 (Version 4.2.86 (KDE 4.2.86 (KDE 4.3 >= 20090514)) "release 125").

I have two computers. But this bug appears only in 32bit system. 64bit system are OK.

KDE 4.3.4 / gentoo. Still shows negative values: after a long run, it looks like something overflows.

KDE 4.3.4 was released 2009-12-01. Comment #20 (bugfix report) is added 2009-09-30 (far before release). 

Summary: not fixed yet. Please re-open.

Fix on comment 20 was applied to trunk (4.4 codebase) and never backported to the 4.3 branch. So, KDE SC 4.3.x is still experiencing this error while 4.4.0+ isn't.
