I looked at the bug you mentioned, but I'm sure this is still a proper bug. If the scroll bars are missing, it shouldn't be possible to scroll. Other browsers don't allow scrolling.
I agree, but Konqueror developers have already a lot of work to do for real websites, so I'm changing this to minor :)

You cannot scroll in konqueror + kwebkitpart ; so this is a khtml specific issue. Re-assigning.
