When i adjust the screen to the correct resolution, then KDE apps know the change and will behave normall, but NON-KDE applications not, till now i have come across this problem when using VLC after i adjusted my screen resolution.

I am no expert, but i think this happens because KDE, or Kubuntu, doesbt select the right screen resolution, this is already reported, but its 2 different bugs.

The machine used was a notebook, so no desktop pc, VGA is intel gma x3100

Can you please explain how this is a bug in KDE? KDE cannot tell non-KDE applications to relayout / reconfigure themselves, it is not possible.
It can tell KDE applications however, hence they do notice the change.
