I think it's need to lace search panel above panel with tabs because if we have some tabs opened and some of them have opened search bar then bar with tabs jumps up-down when we select different tabs.

I agree with this wish, the current behaviour makes switching tabs with the mouse scroll wheel imposible if one of the tabs is in search mode.

It also makes more sense having the search panel just next to the terminal output, not separated by the tab bar.

Maybe it's even possible to make its position configurable like any toolbar: dragging it you can select between placing it above or below the tab bar, below the menu bar, on a flotant popup window, etc.

I do not fully understand the reported problem, especially the earth-quake or 'jump-up-down' effect which I fail to notice. Could some guy describe it more clearly? 

Current layout:

    When tab bar is at the top:

    tab bar
    terminal area
    search bar

    When tab bar is at the bottom:

    terminal area
    search bar
    tab bar

    When tab bar is hidden:

    terminal area
    search bar

at T0 the searchbar is disabled.
when opening the searchbar, the window content is shifted up
now when disablinig the searchbar, the window content is no more shifted down, 
but a couple of blank lines remain.

To me this layout solves:
1. menu bar
2. search bar
3. terminal area
4. tab bar

Thanks for the explanation. I notice the behavior now. But unfortunately, putting the searchbar on top does not solve the problem. You can try this quick hack of 'putting-searchbar-on-top': https://github.com/adaptee/konsole/tree/searchbar-on-top. 

The real problem is the the size of the terminal area is changed whenever the searchbar shows or hides.  The similar behavior can be observed in another way:

1). make sure the shell prompt is at the bottom line
2). decrease the window height from bottom, then the content is shifted up.
3). increase the window height from bottom, then the content is not shifted down.

So unless konsole changes its way of updating contents on resize, that is the expected behavior.

Anyway, it is still a nice idea to make the position of searchbar configurable.

What they are asking is for the search box/widget to be above the menus.  This isn't possible ATM.

I've always agreed the current behavior is ugly w/ the terminal changing sizes when the search box is enabled/disabled.

The search box was changed in 2018 to be a floating box similar to Chrome.   There are current wishes to allow it to be movable and resizable.
